CONVENTION AGENDA
OPENING RESOLUTION
At the first meeting of an All-Wales Constitutional Convention, the Convention will vote to pass an Opening Resolutions, noting that
- the Convention has a democratic mandate, the result of the process by which the Convention was created,
- the purpose of the Convention is to draft and adopt a Written Constitution and Bill of Rights for Wales on behalf of the people of Wales, which sets out how the people of Wales shall discuss, pass and enforce their own laws
- the Convention shall achieve its purpose in accordance with the Standing Orders of the Convention, to be devised and adopted by the Convention to fulfil its mandate and achieve its purpose.
THE AGENDA OF THE CONVENTION
Devise Standing Orders providing for the appointment of officers and committees of the Convention.
Draft a a Written Constitution and Bill of Rights for Wales
Vote whether or not to adopt the draft Written Constitution and Bill of Rights for Wales
If a Written Constitution and Bill of Rights for Wales be adopted, to petition the Parliament of the United Kingdom of Great Britain and Northern Ireland to pass an Act of Parliament giving effect to the wishes of Wales as expressed at their All-Wales Constitutional Convention by
- amending Section 1 of the Statute of Westminster 1931 to add Wales as a Dominion to the list of Dominions being the Dominion of Canada, the Commonwealth of Australia, the Dominion of New Zealand, the Irish Free State and Newfoundland,
- further providing for the governance of Wales to be in accordance with the Written Constitution and Bill of Rights for Wales.
WELSH LAWS FOLLOWING THE ADOPTION OF THE WELSH CONSTITUTION AND BILL OF RIGHTS
Will not be on the Agenda of the All-Wales Constitutional Convention
Will be passed by the law-making bodies of Wales as established by the Welsh Constitution and Bill of Rights following elections in accordance with Constitution.
