First Dominion Manifesto
The voters of Wales will decide on the form of the Constitution and Bill of Rights of Wales in their own All-Wales Constitutional Convention, on the basis of a democratic mandate given to the Convention.
Convention.cymru offers Welsh voters guidance on the questions which appear to arise, and offers the voters choices:
WRITTEN OR UNWRITTEN CONSTITUTION?
Two Documents will exist
(1) the Constitution and Bill of Rights drafted and adopted by the All-Wales Convention, and
(2) the Westminster Act establishing the laws of Wales in accordance with the Constitution and Bill of Rights of Wales
Accordingly Wales will have a written constitution in 2 documents.
DOMINION STATUS
Wales should seek Dominion Status as being the route by which Westminster normally provides for the self-governance and eventual independence of its colonies including Wales.
WHETHER WALES WILL HAVE CHECKS AND BALANCES
Convention.cymru guidance to Welsh voters is
Not to follow the Westminster model as it stands in 2025, which presents limited choice and accountability to voters.
To follow modern standard practice in civilised Countries and seek 2 elected houses of law-makers, a Governor or First Minister who is directly elected by Welsh voters, and an independent judiciary.
As a Dominion, to retain the Monarchy and the use of the Pound Sterling until the form and timing can be decided for full diplomatic recognition of Wales as an independent state by the USA, UK and the other exisiting independent states of the world.
POLICIES FOR AN INDEPENDENT WALES
These will be decided by Welsh lawmakers when Wales has rebuilt Wales and following democratic debate.
Convention.cymru believes that better policies for Wales will lead to Dominion Status and Independence being achieved quickly yet with stability and strength. Better policies for Wales can be debated here
